It all depends on signal strength. For example if you are in an edge network the signal strength will not be as strong, however if you are in a 3G network the signal strength will be stronger. There are also other factors that affect signal strength such as, the height of surrounding buildings and whether you are inside or not. I hope this helps to resolve your problem.
